What this feature does is pre-render any vector graphic so that it can be quickly painted to the stage and even animated. You can enable bitmap caching for any movie clip by selecting the checkbox in the properties panel - or using the cacheAsBitmap property in ActionScript . This will help any time you have a large number of objects on the stage moving at once - or when you have a very detailed vector graphic that you are animating.
